8K video-streaming service for heterogeneous 5G satellite and terrestrial communications

Subject of the investigation and of the quotation

The CONSORZIO PER LA RICERCA NELL’AUTOMATICA E NELLE TELECOMUNICAZIONI (hereinafter CRAT), publishes this market investigation with requests for quotes aimed at assignment of the work for an 8K video streaming service for a heterogeneous 5G satellite and terrestrial communications.

The details of the requested service are written in the following sections.

Detailed description of the service

CRAT is a member of the consortium of the project 5G-ALLSTAR, funded under the 5G work programme EUK-02-2018, whose main focus is on interoperability and integration of 5G vertical testbeds on heterogeneous environments.

The project Grant Agreement (GA) specifies that “the overall goal is to evaluate in real setup innovative end-to-end 5G systems built on the outcomes of the previous phase of the 5G R&I in the earlier joint call with South Korea and focus on demonstrations of applications and use cases, with performances well beyond those of early 5G trials planned over the 2018-20 period”. Hereinafter, all the phrases in quotes are excerpts of the GA.

Concerning video-streaming, the GA specifies that the project will “demonstrate in real environment set-up a 5G system implementing multi connectivity over multiple access combining cellular and satellite access technologies in shared mmW spectrum context”. Moreover, to show reliable broadband services with low perceived latency, the project will show case 8K video-streaming applications across Europe and Korea.

The service requested by CRAT to its subcontractor is the provision of “the 8K video streaming service, which will be integrated in the 5G ALLSTAR testbed and trials”. More specifically, the video server must be provided in 2 platforms, which should be operational in June 2020 and December 2020, respectively:

-           In the European trial platform, where the satellite and terrestrial wireless networks will be emulated, the subcontractor must assure that “an 8K video server generating video streaming traffic will be set-up and integrated”. The 8K server shall “generate traffic rates ranging from 30 Mbps to 60 Mbps when streaming 8K videos depending on the content” and the subcontractor shall assure that “an adaptive streaming control logic will be drawn up and implemented”;

-           in the trial platform, the satellite and terrestrial wireless networks will be available. CRAT subcontractor will “connect the 8K server to the EU and Korean trial platforms over the public data network using VPN tunnels”.

Minimum technical characteristics required

To meet the GA objectives, CRAT subcontractor must provide and manage a video-streaming server compliant with the following specifications:

-           “The overall video streaming service will have to be conform to the HTTP Adaptive Streaming (HAS) architecture”.

-           “Video streaming players (clients) will have to be provided with an adaptive streaming algorithm supporting resolutions up to 8K”.

-           “The adaptive streaming algorithm should be able to compete fairly with other video streams and bulk data flows over TCP and to achieve full channel utilization”.

-           The server shall “provide automatic systems to deploy massive tests of video streaming sessions using the 5G ALLSTAR trial platform”.

-           The server shall “provide multi-path capabilities to support 5G multi-connectivity in terms of traffic steering, switching and splitting, considering at least 5G terrestrial wireless and satellite networks, and supporting Quality-of-Experience”.

Evaluation criteria of the offers

 “Best value for money” criterion. Maximum total estimated amount of the contract: 115k € all-inclusive.

Presentation of the offer and transmission of the quote
